To download SCS Workshop Uploader tool you need to have any of our game in your Steam library. If you have so navigate to the tools in your library:
Search for SCS Workshop Uploader tool.
Double click on it and you will see standard application instalation dialog from Steam.
Adjust the settings and simply press Next.
Steam will download and install the tool for you.
