Every object in a scene belongs to some Part. Even in cases when we don't need to use Parts, there is always a Part name assigned to every object in a scene. The default name is “defaultpart”, but it can be changed any time. If the active object is not parented to any [[Documentation/Tools/SCS_Blender_Tools/Terminology_and_basics#SCS_Root_Object|SCS Root Object]], then it is not possible to set the Part name for that object and panel won't be visible.
